Fixed cost: lump sum we paid (replaces hourly cost basis). Bill hours: hours that show on the invoice. Line becomes bill hours × billing user's rate (shadow rate when shadow billing is on). Time entries on this task are skipped from the regular hours rollup when set so nothing double-bills.
